It's seems to be the shader compile bug, which is notorious in Unreal Engine games. Happened on the PS4 a lot too, though im not sure if the PS4 version of Stray also has it. Will be interesting to see! -

News Bloodborne Remake is not in development - Jason Schreier / Bloomberg
It was probably never in development, fans tried to will it into existence, but all they ended up doing was willing the rumour into existence. Gaming sites ran with it, and now here we are! -
