Games require a crossplatform account to do things like crossplay or cross-save. If they say it won't require a PSN account, it's because it will require a bungie.net account. Which is still a Sony account, at least for crossplay and cross-save.If Xbox wants Playstation accounts for its games, Sony should put Playstation accounts on Xbox and PC.
It depends what do you mean by PS player counts. Bungie is a 100% owned SIE subsidiary, a first party PS team under Hermen's Studion Business Group.
