It depends. If there is a pattern SE identified where scores are unjustly lower then Square have a point to withhold. Otherwise Square are scummy.
That's the whole point of the topic, Square are deliberately not giving review codes to outlets who may be critical and only giving them to favorable outlets to 'game' the meta scores at launch.

Known biased sites who use dishonest review scores as clickbait shouldn’t be expecting the publishers to play nice with them, and that whole list are sites and reviewers known to review bomb SquareEnix games and SONY exclusives.
