The settlement is Matt Booty and Aaron Greenberg to stay in their jobs. That's enough of a handicap to counteract the billions candy crush makes.

That case fell apart when U.S. District Judge Jacqueline Scott Corley, whose son works for Microsoft, denied the FTC’s bid for a preliminary injunction, finding that Microsoft’s ownership of Activision won’t suppress competition in the video game library subscription and cloud gaming markets.

After the merger was completed, Game Pass grew from roughly 25 million subscribers in 2022 to over 35 million by reclassifying Xbox Live Gold subscribers as Game Pass Core members. Game Pass membership actually shrunk when factoring out the XBL Gold to GP Core conversion.
So the government just wanted to shake them down?
