If the rumors are true that they're looking to start up a launcher/storefront onn PC, I could see them wanting CDPR for something like GOG. The infrastructure is already there, IIRC there is some released content on GOG CDPR outright own (not talking about just their own games). Things on the hosting side would be set up, etc.
Take the source code, change it up a bit, refit the layout into something PS-friendly, rebrand and you have a PS storefront on PC. They would have to add trophie and profile sync support, and other little things, so maybe it would be better to just build out a launcher/storefront from scratch after all.
For Sony it's way easier and cheaper to adapt their already existing PS/web/mobile PSN store to PC.They also have to hire a whole separate team to build and maintain another store front. It would be far easier to integrate their system into an existing storefront with a slight redesign.
I dont imagine sony will want to continually share the fruits of their labor with steam
