There are even world championships for Hobby Horse, i sometimes see kids practice this on grass fields.
But I think this is popular in cities where kids are distanced from nature and can't afford to go ride a real horse.
This Hobby Horse competitition was from Finland which is a country specialized in whacky sports.
e.g Missus/Wife carrying championships. (og Eukonkanto doesn't really have a proper translation)
