Sounds like they signed a temporal exclusive, started to make the PS version, with plans of making the Xbox version after releasing the PS one during the wait until the temporal exclusive time is over.
But maybe became more successful than they expected, had better relationship with Sony than expected and probably decided to skip the Xbox version.
