They have a very real shot at surpassing the PS4, actually. The fact that they're almost on-pace with it after a global pandemic and the shortages that came with it is kind of amazing. (To say nothing of MS ironically paying for chip priority for their hardware.)
Sounds more to me like they're saying that they need to ensure that the features made available in the PS5 ports are available to Series X owners first, tbh.

The most likely scenario:
-It's happening, but later.
-MS wants to try to limit the fallout for easier damage control, so they're going to slow-boil their fandom on this.
-By the time Starfield is announced, the hope is that the other games being available on other platforms for a time already...
SOCOM may not even be able to come back. I believe they need explicit permission from U.S. Special Operations Command to use the name, and if they're not interested in letting them use it, then they'd have to effectively completely rebrand the games. Has anyone even looked into that?
It's similar to the end of a war, in that sense. The last remaining, most fanatical fighters will begin to fight even harder, with even more frenzy. The others will simply accept the inevitable and surrender, but those guys tend to try to fight it out to the bitter end.
