You know what could help shorten dev time? Exclusivity

FF7 Rebirth, the game of the generation with the most content and highest quality content, was made in only 4 short years. (through the plandemic)

Meanwhile KH4 is made with the Potato Series S in mind It would've been out by now if Sony secured it as a PS5 exclusive like they should've

He is yeah but his role was reduced because he works on so many things. Hamaguchi took over as the full director of the FF7 project and Nomura is just creative director with him fully directing KH4. So I would imagine KH4 has most of his attention.
