It's REALLY weird that it doesn't have it already, since there are things like safes requiring level 6 engineering stat to open in the first mission area, and there is NO way to have that stat at that level on a first playthrough.

Teyon didn't do any DLC for their Terminator game, so I don't really expect it for RoboCop.
