Well, HiFi wasn't really a Mikami game...
But I think they cared more about the clout than any actual games.
It was the last game Shinji Mikami produced.
He even delayed his left due HiFi Rush... he said he had already took the decision but waited HiFi Rush release.
If I can guess he took decision when Microsoft brought Zeimax.
He never intended to work behind Microsoft.

Well, that is obviously deceiving and a lie by MS. Even though they are refunding for it, they should refund for more than that. Some people bought into the game with the DLC being the complete game for them.
Not sure how such a profitable $3 trillion company can fail on so many levels. But they managed to fail epically.

Update from IGN:
- Arkane Austin was planning a big update to release later this month, the layoffs came as a shock to everyone
- The May update would have included the ability to play the game offline
- The two new heroes that were promised in the Hero Pass were planned to be launched on Halloween this year
