Speaking to Shack News, (via GamesRadar) the veteran developer is asked how the Final Fantasy 7 Rebirth team approached Sephiroth's design regarding story and gameplay and how you present him as a hero of the time.

Nomura starts by saying that Sephiroth is a more prominent presence this time; "much more so than the original title." While Nomura also remarks that he's a character who "really moves the story along in a very immense and impactful way," he stops short there, saying you'll need to play Rebirth to see what that's all about.

With that cleared out of the way, Nomura ponders what makes the tall, long-haired bad boy so desirable to fans.

As far as Sephiroth being this extremely popular character, frankly, I'm very curious as to what makes him so attractive to users, because I hear this opinion very often," he says. "His appearance, firstly, I'm sure, but also perhaps there is something about his background that brings about a particular appeal to so many of the players that makes him this iconic character. And so, for Rebirth, I would think that besides Cloud, Sephiroth is also a protagonist that we can think of for this title.

Truly, a mystery.

I'm not sure why he ask but... it is pretty standard for popular villains.

Well a lot more.

Shares a lot in common.
What make good villains.

Self-centered, arrogant, ruthless, anti-social, intelligent, calm, etc.
I'm sure he had a lot of inspirations.

And if we go a step ahead you have the other type of popular villain.
The crazy ones.

Everybody has their fetishes and I respect that but who thinks Hannibal Lecter and Terminator are attractive 💀
Not attractive but I think more like an iconic villain.
I don't think Sephiroth is attractive either :D

Edit - I find the Arnold the best he ever look in Terminator.
After that he just got ugly and ugly.

Edit - I find the Arnold the best he ever look in Terminator.

Even when I played the game as a teen back then, the character seemed cheesy and generic. Maybe because anime stereotypes were based in Sepiroth or is the other way around?

Also I find kind of odd why ugly or overly muscled characters (typically foreign) can't be successful heroes or villains in anime or manga. Always the average build hero with his wit and sword (that is way more powerful than modern weapons)

I know hokuto no ken. Compared to the foes Kenshiro faces, he has a small or average build. Cannon fodder grunts might be smaller than him but "mini bosses" such as Heart or main antagonists such as Raoh or Southern are larger.

It's a pattern I have noticed. Also ugly characters are typically used for comedic purposes, they are often extremely blunt and dimwitted.

The enemy is supposed to look intimidating and imposing, like in DBZ as well
