The dream is alive, sort of. There's been so many attempts at HL3 over the years that ended up nowhere.
Some never made out of the prototype phase, but if HLX is HL3, then they've been at it for a long time.
At the same time, Valve has cancelled projects that were pretty far in development in the past, so it means nothing unless the game gets officially announced.
Speaking of which, I guess Valve sent another wave of invites for the closed alpha.
It hit all time peak this weekend and nearly double the previous days.
Still probably a ways away from the game releasing but from what I'm hearing folks playing in it are pretty happy about the current state of the game, at least relative to it being a closed alpha.
