Universe != CITY

Wolverine isn’t a crime fighter, it makes no sense for him to be roaming around New York City. It will most likely be a linear globetrotting game, Madripoor, Canadian wilderness, Mid-west, Savage Land, Japan, etc.

Wolverine isn’t a crime fighter, it makes no sense for him to be roaming around New York City. It will most likely be a linear globetrotting game, Madripoor, Canadian wilderness, Mid-west, Savage Land, Japan, etc.

I'd make a first portion in the Canadian wilderness (Weapon X + first appearance in the Hulk comic + some Wolverine Origins flashback).
A second portion doing some missions as Team X with young versions of Deadpool, Maverick, Sabertooth, Mistique and Omega Red (before becoming enemies).
A third portion in Madripoor and Japan (Lady Mariko, The Hand).

At the end of the game he fights Sabertooth and Omega Red, and after the ending joins the X-Men (teaser of an expanded sequel).

But well, each one of these 3 portions could be a whole videogame if they want.

In the X-Men and Wolverine comics he often travels around the world. He has been in the comics multiple times in NY, mostly in crossovers. He also was part of different Avengers teams.

But I assume the Wolverine game will be focused on telling the story of the character, so very likely won't be on NY. But instead more likely in Canada, Madripoor (fictional country inspired by Singapore or Thailand) or Japan.

All Marvel heroes are set in the same universe.

But they are not in the same planet, country, city, place, etc.
Crossover happens but it is always situational like when they put them together like Avengers for a single goal.

If it will tell the origins of Wolverine story then it will probably be in the Alasca/Canada at start.
After... who knows... it can be even in the World War II.
Wolverine traveled the whole world after got his powers... he is near immortal... he is one of the few that are still alive in the future because his cure power allow it... not even him knows how many years he can live but at least 200 years the X-man story shows it.
