They can create PSN accounts.
That just mean you can't choose these countries when creating it that is related to payments you can use.

Until 2010 you can't choose Brazil as your PSN country and so you can't use Brazilian payment systems.
That didn't stop me to have a PS3 (that was sold officially here by Sony) and use an American account to play games... Sony even incentived it.

And leave yourself open to a ban at any time, because you violated their TOS and provided false info, if you live in a country where PSN is not available, like me. The probability of that happening is low, but never zero, especially if some stupid automated AI makes a decision on whether to ban you or not, the point is they have every right to ban your account and lead you to potentially lose years of unlocked trophies (less important) and a lot of money you invested in games ( very important). That is why I said that they should provide the ability to create a PSN account with any country, as lonng as they sell their products officially in those countries, which they do in mine. This also leaves them open to lawsuits, since you cannot legally play their game because of their shortsightedness and stupidity (in countries that do not have PSN support).

Creating an account in another country doesn't violated any TOS.
Sony even did incentive it when Brazil didn't have PSN... they even put a step by step in their site.

Remember PSN was always required to play online even when it was free.
So Sony lead you to create an US PSN Account (in Brazil).

It was never a problema at all 🤷‍♂️

The issue with others countries PSN is the different tax system of each country.
Not the creation of the PSN itself.

They had to work with each government to have it PSN in the country.
And not always politics go like the common sense says... in Brazil a lot of politics goes behind with weird decisions.

So Sony allowed Brazilian to play online just allowing them to create US Accounts (or others countries).
Because US accounts had to follow US politics not Brazilians.

While that they worked in a way with Brazilian government and finally in 2010 they could put online the Brazilian PSN option.

Plus a lot of Brazilians still choose to not migrate to Brazilian PSN (it even today an option... not requirement.. you can choose any other country to play online... of course that choice will affect which government rules you will follow if you choose to buy things in PSN) for several reasons.
Myself "ethomaz" account is an American PSN.

Blatantly wrong, read their TOS for PSN, check page 5 of this thread for a screenshot of that. To quote: "During account creation you must select the country or region of your residence..."

Sony own site said you could create other country PSN lol

BTW read your own text...

"During account creation you must select the country or region of your residence..."

It is a or... a choice... you can choice any including you region of residence.

If you read the rest of TOS they always talk about that choice you did.

"Your wallet will only accept prepaid cards with currency value from the same country as the one designated for your Account."

You can designate any country for your Account... it is your choice.

Yep, this is the actual problem in the situation. Not the petulant American Steam players in countries where PSN is actually available.

SIE making this mandatory is screwing over players who bought the game in countries where PSN isn't available. Even if they left an out for themselves in the original marketing & messaging/legal terms that PSN account requirement could be mandatory/enforced in the future, there are probably many who did not read it (if it was info they had to go out of their way to find), and in any case it's kinda shitty to sell the game in those countries knowing you'll eventually require a feature that isn't available in those countries, causing those players to potentially lose access to content they've paid for.

That's the actual screw-up here, potentially. Not the PSN requirement in and of itself, though that should just show Sony how disliked they are by these PC gamers who supposedly want to play their games (usually illegally and running cheats/mods etc.) but don't want the "PlayStation" branding associated with their PC gaming whatsoever. But that's the audience they want to court so hard now.

Makes me wonder if the other shoe is gonna drop sooner vs. later with Day 1 PC announcement for future 1P games (both GAAS and non-GAAS). Would be a catastrophically dumb decision on SIE's part, but I have less and less confidence they will avoid that type of mistake. Guess we shall see.

Why the hoopla steam has many other 40$ slop to make up for helldivers if people don't want to play due to making an account, helldivers is not some revelatory experience , the chinese have crossfire which is pretty good
