    As far as the PR goes, Lego wanted to do Horizon. Which is believable since they already did the tallneck lego set. Lego God of War makes zero sense. It's not a family friendly character or franchise. Lego Uncharted would have maybe made the most sense, but I don't think Horizon was far behind.
