Hell I might get one for my spot then; it can get brutally cold during those winter months here.

If Nvidia needs a side market to pick up floundering GPU sales, the portable heater market would be a big win.

Well CPU at first was like 50, 100, 200mhz… and it reached 5Ghz.

GPU will reach the same.

The issue here is that silicon shrink is way smaller than when CPU made the GHZ race.

I haven’t been up-to-date with AMD’s RDNA 3 rumors/leaks, can we expect it to be up-to-bar with Nvidia’s Ada Lovelace offerings?

I doubt it. AMD is too far behind for them to catch up to Nvidia. They don't have the kind of resources to do so. I would love to see RT hardware cores in RDNA 3 but I suspect they will just offload them to SMUs again and clock up as well as multiply the SMUs (which won't bode well for future consoles).
