Inspector Gadget style personal helicopters. Trust me on this.

Having said that, though, the game is by Microids and they're awful, the absolute worst of single A releases and I can pretty much guarantee you won't be able to helicopter around an open world, solving crimes.

Its actually worse, Microids has a name... a bad one. But the screenshots really should have been enough to say that.
