I don't think the Japanese government can prevent a sale if both parties agree to it. I think it only covers hostile takeovers.

The only info I found is that if a foreign entity buys 10% or more of a Japanese company, they have to report to the Japanese government for inspection. At which point the government can break the deal if it's not up to their standards.

And I can't seem to find info on whether this is a one time thing or are these inspections happening on a regular basis.
