Is Fromsoftware the best purchase for Sony currently? If not, which developer takes the number 1 spot?

They would be good acquisitions, but Quantic Dream and Konami aren't having any trouble, they're very well. Ready at Dawn did shut down in August, so I assume Sony can't buy it.

Regarding new studios, Sony has minimum 2 new ones in the works: the one with ex-Deviation devs and the Bungie spinoff. And well, it isn't really a new studio, but they also have Haven.

Quantic Dream hasn't put out a game since 2018... 6 years and counting and they aren't having any trouble?

They don't even have a release date for Star Wars Eclipse and rumors are there have been development issues.

Konami gutted their AAA development and are now contracting out their IP to 3rd parties hoping for the best.. What happens when they run out of games to remake?

During this period they started to work in multiple games, did open a second studio, got acquired, ported their games to PC, turned into a publisher and published four games.

And well, AAA games take longer to be made every generation. Helldivers 2 took 8 years and Rise of the Ronin took 9. And remember there has been covid in the middle.

There is nothing wrong there.

Regarding Konami, they are performing better than ever:

They had multiple investigations from the national, regional and local governements and got sued a few times. QD turned out to be innocent of everything and won all the things in the court with the exception of a case of one of the journalists that got sued by Quantic Dream, because QD couldn't prove he was acting on bad faith.

Wasn’t the issue between QD and Sony regarding what David Cage wanted in Detroit Become Human?

If you ask about the reason of why they didn't work together again, the reason was that QD wanted to evolve to become a multiplatform publisher to publish both their own and games from others in all platforms.

In addition to saying that, QD said that even considering this, QD weren't closing the door to work for Sony again somewhere in the future. But for now they are developing a new IP they want to self publish, the Star Wars game, published games made by others and sold the company to Netease.

That David Cage thing is just another lie from the haters.

Of the studios that they could reasonably acquire From is probably the best. They should also look into acquiring some of the studios from the China Hero Project but none of them are as good as From.
