The strategy is they don't think PlayStation is ever going to grow again and are jumping ship to platform they believe have a more promising future.

Also for the strategy, It's a smart move.
Get people that have never played a Horizon game on Switch or PC and they could look into playing the old and new games in the future when they come to PS5.

Horizon was a big hit but it's not even in the top 5 for popularity. Hermens position has had him pushing the IP like it's the number one of all time
