Its certainly part of the "turn around." At least Phil stopped the studio bleeding, because under Mattrick's leadership Bungie left, Lionhead was closed and the only "new" studios were cobbled together messes to handle Halo and Gears. They're still paying for the mess that is 343industries today.

Funny how you guys are blaming Mattrick when Phil became head of Xbox Game Studios in 2008 .

It's worth noting that, during that time, Phil was the one running Xbox's studios. He had Matt Booty's current position. His hands aren't entirely clean there either.
