Certain publisher’s CEOs not being happy despite a games selling millions and making profits, thats an issue

No, as a company they did it to make more money, and hoping to improve their operative in the long term by getting more big IPs, dev teams and publishing their stuff in more platforms.

They don't care about their own fans or consoles, in the big picture their main goal is to grow/improve their revenue, operating income and userbase.
