I think that's actually nvidia. They have a lot of investment into predictive image generation so I could definitely see them working on a solution that basically used AI trained GPU resources to predict user input and generate frames and send them ahead of the actual game state predictively, like DLSS3. I think you'd still need like <50ms ping to server but I think it's feasible.
Ahh, I didn't even realize the document didn't name Cerny, only the tweet did. So yeah I'd also go with this being Nvidia. As a geforce now subscriber they definitely have the best streaming technology out of the 3 players (Sony,Xbox,and Nvidia). I can literally stream my games at huge resolutions and it feels and looks native. Playstation streaming on my home network was 2nd best but definitely not native feeling, and Xcloud is atrocious. Nvidia also makes sense since they talk about using their GPU's a lot
