Well, he signed it with Jimbo so has to do it if don't want to pay a shit ton of money to Sony. And not only that, he also signed that Ubisoft will be able to bring the all Activision Blizzard games from the past and the ones to be released in the next 15 years to rival game subscriptions with cloud gaming. Which includes PS+, and implies they'll be released on PS to be sold too because all PS+ games must be in the PSN store too.

Jim Ryan is the CEO of SIE, a position that Shawn Layden never had.
Shawn Layden was the head of SIE America (back then SCEA), not the global SIE. Meaning, he was the head of the SIE marketers and salesmen (not development) in charge of North America. Same position that Jim Ryan had in Europe at SCEE but during way more time and with much more success than Shawn. Jim Ryan was one of the reasons of why the biggest market for PS is Europe (EMEA to be exact) since the PS1 days, and why PS is the only gaming platform with Europe as the biggest market.
Jim Ryan predecesors as SIE CEO were instead John Kodera (during a couple years only, almost as a transition between Andrew and Jim) and Andrew House before them. Before there were Kaz Hirai and Ken Kutaragi.
After that, during a year and a half he was chairman of PS Studios, where the head was Shuhei Yoshida until both were replaced by Hermen Hulst once Shuhei left to make PlayStation Indies and Shawn left Sony.
