That's true. The lowest common denominator accepts whatever is most acceptable. But regardless of their enjoyment we can still critically assess whether something is good or bad based on its own merits.
I don't think it's an issue of the lowest common denominator. It's the writers and what they were going for. For example, there's been some debate over the years whether or not ghouls need to eat. The idea that they feed on radiation and don't actually need food has been around for a while now. Dean Domino mentions being uncertain of whether he needs to eat. Coffin Willie comes to mind too. It's an interesting idea that was handled badly by the writers of FO4. They went for the emotional/shock reaction with 'Kid in the Fridge' without taking the time to fully flesh out the idea. It's seen elsewhere in the game too. The Sole Survivor is a synth is another one that stands out. Going for shock value or that "oooh" moment over the intelligent build-up of an idea or story line.
