They wanted to put it on PC since release.

It just that they had a contract with Sony to be timed exclusive to PlayStation.
And seems like the deal was 6 months exclusivity.

Now they can launch where they want.

Today it is hard to see a 3rd-party exclusivity deal lasting more than several months.
Because 3rd parties would be total imbeciles to stick with 1 platform while they can rake in more money.

I think there is more to do with $$$ side of things.
Timed exclusivity are way cheaper than lifetime exclusivity.
3rd-party are open to discuss both type.

Any 3rd-party will be happy to develop a game exclusive for you if you pay enough for it.

Third party exclusives kinda make sense though
1. Take free money from the platform owner (Sony),
2. Release the game on the biggest platform first,
3. Have more time to prepare a well made PC port and get some people to double dip aswell,

It decreases the value of your product. Permanently.
Price engineering helps to assign a $ price to the product which aligns with each individual customer's willingness to pay, or broadly drive sales during critical financial quarters.

The value a potential customer ascribes to the product is augmented by things like marketing or reviews, not the fundamental price of the good.

This is why the price tends to fluctuate on Steam. You may even have experienced curated bundles on Steam which package a product you'd be very likely to purchase with one you otherwise would not and apply a blanket 20% discount.

I know I've bought games on Steam outside their historical lows, mostly driven by external factors which raised my willingness to pay (such as excitement for an upcoming sequel, or a holiday).
