A DLC that isn't standalone is a bad precedent.
Let's say a DLC is released and reviews extremely well, but the base game that is required to play it is mediocre. If it wins GOTY, people will be interested in it only to find out the base game is shit. Worse than that in this case, you can only access the DLC after beating the base game.
The requirement should be that is it standalone.
Shadow of the Erdtree isn't a game, so it shouldn't qualify.

I'd pick SOTE for GOTY of what I've played so far but I don't like deciding these things within the year, takes me longer to get to everything I want to.
It's really tough to play all the nominated games in a year, especially when so often they're 60+ hour RPGs.
I'm thinking I can maybe squeeze in the GotY nominations available on PC before the third round of voting. I basically would just need to play Balatro, like, this week, and try to squeeze in most of Metaphor during the Thanksgiving holiday period.
How would one enforce this ban? Would a guard be assigned to watch these individuals, and swat controllers out of their hands 24/7?
