The end goal is to further development of windows that’s always been Microsoft’s goal.

What I don't understand is why Phil Spencer & co aren't fired the fuck out of there already. It's been a decade straight of continual failure. These aren't the first games that have disappointed. If they can't find anyone internally who's willing to step up (and with an excess of 200k employees I find that highly unlikely) then they need to find someone external who can come in and clean house. That's if they're really committed to the gaming thing and not just doing sunk cost fallacy because their revenue numbers will nosedive without it.I'm sure Microsoft saw the growth of Game Pass before the Zenimax acquisition and thought Game Pass would increase significantly over the next 3 years. They probably thought the same thing right before they agreed to acquire Activision.
Over the past year, Overwatch 2, Diablo IV, Starfield, and Redfall were all released with some backlash. They likely had higher expectations for these games that would significantly help grow Game Pass and that may not even be the case. Now you have Call of Duty: Modern Warfare 3, which is one of the lowest rated COD games. This would have helped Game Pass a lot but now they're going to have to hope for the next COD installment.
Microsoft no doubt had much higher expectations for all their major releases. They took games off the biggest platform and they're hoping to recover the cost from Game Pass, PC, and Xbox.
