Personally if I was responsible for security for any state and I saw the reaction MS had with their talks about security I would be re-evaluating the country's relationship with them. You know, just in case they screwed up our security as retaliation.
So it gives a vibe of we can't trust Ms with anything security related at this point, they are too unstable.

The rest should be cut into 2 or 3 companies. One cloud, one for windows OS and a final one for their other businesses like office, Linkedin etc.

Not just them, I think it will make most major corporations pause before executing any remotely large acquisitions in the gaming space. This is only a good thing.Basically defangs the power Microsoft has over other gaming companies, their buying power.
