I mean, the reason is clearly stated: she's 17 in the game. I don't think this should be controversial at all. Nexus is, at the very least, looking out for themselves by not hosting content that depicts an underage character naked.
Yeah this one's an open-and-shut case. I'd bet at least some of the peeps downloading those nude Lili mods have "very questionable" content in some secret Discord group. Might need some #HelloFBI for those ones.
Now if they were for adult (clearly adult) women? Well that could be more questionable policy, although still 100% in Nexus' discretion to host or not. Especially if they also still chose to host nude mods for adult male characters. Could even call that gender discrimination.

For example, the Age of consent in the UK is 16 years of age; you can get married at that age, leave school, but i think you need to be 17 to get a driver's licence.

In the UK you can't pose nude under the age of 18. Kids getting dick pics and muff shots on Snapchat makes them guilty of taking pictures of, and distributing, child pornography.

Define underage. Rules for marriage, driving, drinking and smoking vary by state. Voting in national elections is handled at the federal level but state elections aren't.

Nah, that's too extreme a countermeasure. There are some cool non-pedobait and non-sexual mods made for a lot of games, in some cases improving the games or giving them an extended shelf-life.
What you're suggesting would basically neuter all of that, and punish modders who aren't making the bait stuff.

The thing is that the age of consent has nothing to do with this. The concept behind the age of consent is there to protect young people from sexual abuse. It doesn't matter if a 13 year old wanted to have sex with you, it's still illegal to do so, for example.
Posting sexual material of minors over the age of consent is still illegal. As pointed out before, an underage person sexting is commiting a crime, technically speaking. Depictions of underage people, both real and fictional, are usually considered CP material too.
See my second point I'm against all nude mods, I'm just pointing out how weird it is that 18 was the chosen number. So if the girl is 17 and 11 months it not okay but in a month it suddenly becomes okay?
