Good point.Valve isn't focing Sony to put their games on Steam. Seems to be that Valve simply has made Steam into such a good, liked and attractive platform that more and more people want to use Steam to buy and play games, Sony sees this and wants a part of the Steam revenue.
Valve doesn't care about consoles at all (stated by Gabe himself), Valve does does what they wanna do, so they are competing with the consoles by just making Steam more attractive.
