As to why they shadow dropped the game, that was a decision from the director of the game and the publisher approved it.
If Todd Howard asks Bethesda/MS to shadow drop Starfield without a release date, that might also happen, who knows.
Let's all enjoy this fantastic title without worrying about the semantics of who/when/why/how it was shadow dropped.
