There could be existing contracts with Steam for some Bethesda games. We don't know when this game was green-lit. Also, PC Game Pass is just run in a weird way.I'm just saying it's weird from a business POV that a 1P game MS fully owns is "free" in Game Pass for Xbox but not for PC Game Pass, the platform of which they also fully own. I know Bethesda/Zenimax don't operate under XGS but wouldn't the publishing decisions including Game Pass fall under Microsoft Gaming?

That actually doesn't mean much. Japanese people are very much about respecting seniority and authority, if he went out and said "microsoft wants to work on smaller games now" it would be unfathomable and seen as disgraceful.
