What most countries have you been on? I've been on a few in three continents, including middle east, and have never been asked for an ID to get a phone number.

Mobile numbers just act as a deterrent. Not so much different than having a paywal to play would be.
It does not make sense for Modern Warfare. I mean if players want to keep dropping 70$ for each banned account.. then lol sure.
I don’t see why this would be an issue outside a f2p game.
Destiny’s pvp is mostly f2p (“mostly”). Not sure about Iron Banner anymore but Trials of Osiris on the weekends is now literally paywalled. You need purchase of the most recent expansion for that year. I’m not saying this is a bad thing, because for the sake of the experience it hasn’t been. But there are other ways if you’re concerned about giving a game company your phone number. You could just give them money. I’m sure they’ll take it.
I’m glad people have noticed this. Cheating and hacking is unlike I’ve ever seen in the past. It’s not easy for any of these games to succeed to begin with and I think there’s still an argument to be made for such games to just straight up ask for money for legit content instead of battle pass grinds. It’s wrong to assume that players actually engage with micro transaction stores in anything but the top of the heap in online games.
Sometimes it might be better to just ask for 60-70$ up front even for forever online multiplayer games.
To note, the accounts are now Activision / Blizzard. The account used on psn can be used on pc and hack the game there. Overwatch 2 created some random account name through the web browser on my ps5. Phones are the same if they are Pay as you Go, Its only Contract deals when you have to show some ID.

I’m not sure how it works in others places but here in Brasil you have to give you national ID number to register your chip line… without that the chip doesn’t work… you don’t even receive a phone number.Almost all stores (Corner Stores / Supermarkets) Not just Phone shops sell Pay as you Go SIM cards for £1-10.
Getting a number is easy and cheap so if people want to cheat and get a new number they can, This is just a hassle and is not needed for people that just want to play games.

When you buy a new chip and put it on your phone the first thing to happen is receive a message to input your CPF (the national ID) if you cancel that part the chip is unusable until you do register your CPF.
Only after you register your CPF you receive your new phone number too… this phone number will be registered to your CPF until the CPF owner ask to dispose it.
So all cellphone phone numbers in Brasil are registered to a CPF or CNPJ (this is the National ID for companies).
