I'd add a "best remaster/remake" award. So no need to include dlcs/expansions/remasters in the GOTY list, which would be only for new games released this year.

Regarding genres, I'd split 'action' in two:
shooter game of the year and fighting game of the year

I'd also add a few genres more:
RPG of the year

The idea of first voting out of a long (way more than 10) list the 5 nominees of each category, and later a second voting with only the 5 finalists sounds great.

I think the main issue would be the first lists, because many people will think that this or that game is missing there.

Most Innovative Gameplay - stolen from Steam, nice idea, but how the fuck did Starfield win it last year?
Best Cozy Game - for chill stuff, minimal challenge, creative games etc

Personally, i would remove GOTY nomination whatsoever. Usually, that award is contradictory to other awards.

The best way, to split Goty award is to :

PC game of the year
Nintendo game of the year
Playstation game of the year
Xbox game of the year
