The devs aim to make it look good in all platforms, with no big differences to don't see players of one side or another complaining about it.It's not about making it look worse than the marketing rights holder's version, it's about making it look worse than it could look on that platform by holding it back contractually.
When a platform signs for marketing rights or some other kind of exclusivity is when they mandate that their version won't suck and must be as good as the rival console ones.
Outside that, devs won't make extra work to make a particular console look better than the other even if not paid by their direct competitor is paying them to avoid it.
Outside some rare exceptions there may be only some minor diferences that most players won't notice outside having both versions next to each other in Digital Foundry videos or similar.
