As I remember Sony never said that, but a rumor from a source who leaked most of the PSVR2 specs mentioned that Sony wanted to get more AAAish games supporting the device.
I Jim the most similar thing that Jim Ryan said was that this time they were making a bigger effort to make and sign more and bigger VR games. Something we already saw so far getting for the launch window Horizon CoM, RE4R, RE Village, No Man's Sky, Among Us VR, Firewalk Ultra, the Walking Dead sequel and so on. It means way more money than the one they did spend on PSVR1 launch window games, more AAAish games and bigger IPs signed.
I don't think they'll adapt TLOU2, I think they'll do AAAish dedicated VR games of Sony IPs as they did with Horizon, because it requires a ton of different things from controls to mechanics to camera and different enemy spawning and pacing, UI, tricks to avoid motion sickness / dizziness / etc and so on. If they adapt an existing flat game to VR I think it will be GT7.
