November Shuhei, the president of WWS, wanted to do some initiatives to support indies, so moved away from being the president of Worldwide Studios to create PlayStation Indies and Hermen replaced him as head of Worldwide Studios.
Worldwide Studios (now PS Studios) always has been a SIE subsidiary/division, so its head/president always reported to the SIE (previously known as SCE) CEO.
Shawn never has been CEO of Worldwide Studios, he was chairman. The president was Shuhei.
The CEO of PlayStation doesn't exist.
If you mean the CEO of SIE, he obviously signs of course approves and signs the SIE acquisitions (as it was the case of Insomniac), not the janitor. In the case of acquiring studios for PS Studios, he obviously does that with the head of PS Studios. With obviously people working for them from finances, legal, strategy, etc.
Yes, Shuhei greenlighted Returnal, but this has nothing to do with the acquisition. Housemarque has been making games published by Sony since 2007.
Hermen acquired them in June 2021, they started to talk about the acquisition a year before (mid 2020) and Shuhei left the position in November 2019.
Here Hermen and the head of Housemarque explain thay they started to talk about the acquisition a year before they signed it (so Shuhei wasn't there), and that Housemarque in fact started to work for Sony 15 years before, in 2006, helping Hermen fit Killzone Liberation in a PSP.
