Xbox had GTA4 DLC exclusivity in 360 era. But Sony has found larger success in just marketing rights. LIke what they did for PS4/PS3 with GTA V bundle, and RDR 2.
All they need to do is a bundle or marketing deal to have a giant effect for sales.
Especially since rumors are swirling on faster loading for GTA title on PS5 with the map.
Take 2 does not agree with day one gamepass titles as seen during FTC trial.
