Sony owns the game IPs they publish. Death Stranding was a rare exception because it's Kojima, they did let him publish ot on pc with other publisher when Sony still wasn't interested on PC because Kojima is special. MLB is a licensed game that MLB publishes it in other platforms. Rise of the Tomb Raider was only a 3rd party exclusive.
SIE always owned the game IPs they published with the exceptions of licensed games. In a few exceptions (ThatGameCompany, Quantic Dream), years later they sold these IPs to the 2nd party studios who made them or allowed them to publish them on PC with other publisher.
No SIE game IP has ever been published in other consoles. Which matches what we saw yesterday: both games were announced as console exclusive and with Sony as publisher.
They didn't appear to be a 3rd party timed exclusive, appeared to be normal 2nd party exclusives.
