Even when expansions were a more common gaming staple, it was rare to see one add 30+ hours of gameplay, outside of the MMO space.
Hours of gameplay doesn't matter here.
A DLC for a 1 hour game will likely be well less than 1 hour.
A DLC for a 200 hours game will likely be 20-30 hours.
There are new games with 1 hour.
There are new games with 200 hours.
What the hours played have anything to do with a content being DLC or new game?
DLCs should not enter in GOTY nominations because it is already the game already had the change to be nominated in the year it was launched.
DLCs should be nominated in the DLC / Expansions categories.

Now this award removed the "Best downloadable content" category and added DLCs to GOTY? It is really a joke.
Why Phantom Liberty was not nominated (and probably the winner) in GOTY 2023???
Because it is a better DLC Than Shadow of the Erdtree.
Or The Ballad ff Gay Tony.
Or Burial at Sea.
Why Shadow of the Erdtree is the exception?
