Curious if these sale figures are combining the twin pack sales with the standalone Rebirth sku. If the twin pack is being track separate from the standalone Rebirth copy than that is something to take into consideration with Rebirth's sales. Don't get why people are surprised the fact that digital sales are lower considering remake came out on a higher install base. What matters more is that it does better than FF16 in terms of sales.
In the US, since the PS5 has had its 100 dollar price cut deal, both PS5 models have been in the top 12 of Amazon, and Rebirth has been in the top spots falling to the teens over the weekend until today (Now no. 25) Make of that what you will.
