A 5 megapixel camera can be better than a 200 megapixel camera, yes. Will you realistically find a 5mpx camera on the market? No. But if you have a top of the line 5mpx lense + software Vs a crappy made 200mpx with shit software, yes, the former will be better any time of the day. Difference is you may not be able to resolve as much detail, but what you can resolve is of much higher quality.
