We know from Adam Boyes that Sony considered making the camera mandatory, in response to Xbox, but rejected the idea rapidly. He received a message asking what games they could pull together in short order, but before he could answer the question he received a follow-up message saying "actually, don't bother" or words to that effect. Such considerations are normal, Boyes said, but at no time was it ever decided upon and reversed.
