This is unrelated to the buyout rumor, rather Xbox will allow other stores on the console:

It would no longer be an Xbox and Xbox versions of games would stop existing, there would just be PC games. Hardware would stop being price competitive too, and they would be competing against any other company like Asus etc. There would literally be nothing to set Xbox apart aside from a logo for a brand that is dying.

Steam do not own the rights to where these games can be played. It will get blocked.

He's probably right, just like Gamepass Xbox have no real vision. Phil has already condition the player base to not buy games, with steam on Xbox players will just purchase games from steam and Xbox can still boast about engagement numbers.

It's crazy that a billion dollar game company has zero idea on how to operate in the video games industry. Fail after fail and gamers still want to give them money.
