I dont think you understand. The point is that the system is not working correctly in Poland, which often results in higher prices. If you are a customer that isn't your problem to figure out the correct VAT rate. The price you see is the final price (no other hidden costs) and if you dont want to pay it then don't. If you are a business you need to do a bit of research on what you're selling but you should be doing that anyway. VAT isn't rocket science, it helps fund the EU and related projects/grants.
For example, confectionery products have a VAT rate of 8%, but wheat products have a VAT rate of 5%. Now, when you are selling a donut, which one is It?
