This is not too surprising, prior to the Steam GotY awards the game was at 43% in the last 30 days.
It only got back up to around 55-57% because all pretty much all games get an influx of positive reviews during the week of the 21st to the 28th of November.

It's still got 2 days left from that, so it could drop a few more percentages.

Bethesda is in in their own bubble that's what I get from this game it's just looking at Baldurs Gate 3 and Cyberpunk 2077 the flaws become very apparent
Bethesda didn't take into account the competition they would face from the European studios
