Why are Metacritic so slow to add the low scores?

Seems very fishy... and I'm not talking about @Sircaw

Most PC focused magazines give it 7 (they compare with old games like Skyrim and Fallout 4... Starfield is bigger but not in the same level of quality as previous Bethsda works).
Consoles sites/reviewers that are inflating the scores.

I don't talk about OC to be fair... I believe Metacritic to be better for review aggregation.
