Twitter needs a "3 strikes and you lose monetization" rule to prevent individuals from intentionally spreading misinformation and earning money from engagement through Twitter Blue. 4th strike and you're banned.
Posts that get hit with a community note can't be monetized at least, but yeah a 3 strike rule would further discourage nonsense propaganda.
They may even need to consider banning people who spread too much misinformation.
And how would Muskrat make money? Most of twitter's engagement is based on bloody misinformation.
